County delay on reserve funds holds up AED replacements and freezes some school programs

The Sumner County Schools director told the board Sept. 23 that a county commission procedural requirement blocked a resolution to transfer reserve funds that would have funded replacement AEDs and several programs.
Because the commission did not obtain the 13 votes required for the resolution, the district cannot access funds the staff had planned to use immediately. The director said about 50 AED devices in schools are at or near end-of-service; the district inspects units routinely but noted that replacements for the model in use are no longer manufactured, and the failure of multiple units would create procurement and operational risk.
The hold also froze donations and program funds that support the family resource center, homeless-student support, Merrill High Magnet School's unity program, certain occupational/physical therapy revenue reinvested in special education services, and META robotics grant spending for a STEM lending library. A separate safety grant for cameras and doors was later reconsidered and approved by the commission.
District staff said they have a bid ready to replace AEDs and will seek the commission's approval in October; if a device fails before funds are released, staff said they will update the board and consider contingency steps.
