Commissioner Taylor urges discussion of campaign finance reform, ethics commission authority

Commissioner Taylor on the commission asked members to add two items to future agendas: a review of campaign finance rules and a review of the ethics commission(ERC) to strengthen its authority. “There there are 2 things that Id like to bring forth, to agenda this year,” Commissioner Taylor said during the public meeting.
The request followed a discussion of process. A staff member explained the commission could not discuss the merits at that meeting because the item was not posted for formal consideration. The staff member noted a two-step workflow: discussion at one meeting and, if the required number of commissioners support advancing the item, formal action at a later meeting. “If 4 of you felt it appropriate to advance something to City Council, it would go forward,” a staff speaker said, describing the standard referral process and the difference between a discussion meeting and a meeting where formal action could be taken.
Commissioners discussed procedural thresholds for advancing proposals. Commissioners were reminded that internal bylaws require at least two commissioners to move an item forward to the next meeting for discussion; if a majority supports continuing it beyond discussion, the item could be forwarded to City Council for consideration.
No formal motion to place either item on a future agenda was recorded during the meeting, and no council-level action was taken. Commissioners indicated the topics would be kept at a high level for an initial discussion unless additional commissioners signaled interest in moving them forward for formal consideration.
The commission did not vote on policy changes at this meeting. Members who pressed for the two items asked staff to place them on the agenda only if another commissioner joined in sponsorship; the next meeting was noted as the follow-up opportunity to take the matter up for discussion.
