Planning Board recommends City Council adopt updated impact-fee ordinance, strongly favoring the 50% implementation option

The Planning Board voted Nov. 3 to send proposed updates to Laconia's impact-fee ordinance and the supporting justification study to City Council, and the board "strongly recommended" the 50% implementation level of the consultant's recommended fee schedule.

Planning staff presented the consultant final report and two ordinance drafts: one that would set impact-fee rates at 25% of the consultant's recommended levels and another at 50%. Staff illustrated the proposal's relative scale by comparing the proposed fees to housing purchase prices and noted the consultant study estimated materially larger infrastructure revenue under the updated schedules than the city currently collects.

Board discussion ranged over distribution of costs between developers and eventual homebuyers, timing of council review and public hearings, possible targeted reductions or exemptions for workforce housing, and the need to present technical details concisely for council and public review. One board member urged presenting the 50% option to council as the board's preferred approach; another suggested future amendments to create price thresholds or workforce exemptions.

The board approved a motion to forward both 25% and 50% ordinance-language options to City Council and to "strongly recommend" the council adopt the 50% level. Planning staff said they will prepare the item for a City Council public hearing after Thanksgiving and will accompany the council presentation with a summary of key study tables and the board's recommendation.
