The Portsmouth City Council adopted, by electronic roll call Oct. 28, a package of city manager report items (25‑300 through 25‑317) that included the acceptance and appropriation of state and federal grants, donations and program funds for FY2026.
Clerk read the items into the record. Notable entries in the package included:
• $2,700 from the Virginia Department of Social Services for a family partnership meeting incentive program.
• $1,500,000 from the Virginia Department of Housing and Community Development for 4Kids Inc. to expand eviction prevention programs and support McKinney‑Vento‑eligible children and youth.
• Multiple behavioral health and substance‑use program grants totaling more than $1.5 million across STEP‑VA, jail diversion, crisis intervention team funding, and federal block grant funding.
• Grants for public safety and traffic safety from the U.S. Department of Transportation and Office of Emergency Medical Services totaling several hundred thousand dollars.
• Acceptance of a donated 20‑foot container for the mounted patrol unit and authorizations related to solid waste disposal system agreements.
Council moved and adopted the entire list as a packet, recorded as adopted 7‑0. The clerk and city staff did not discuss each item in detail during the meeting; the items were adopted as presented in the city manager report.
