Human Planning Commission pauses grant awards amid federal shutdown, surveys residents for five-year plan

Valerie Toney, chair of the Human Planning Commission, briefed the Planning Commission on the commission’s advisory role on federal HUD funding and its current priorities.
Toney said the commission reviews applications for the Emergency Solutions Grant (ESG), the Community Development Block Grant (CDBG), and HOME program funds, performs interviews and site visits for applicants, and makes funding recommendations to city council. She said the awards process is on pause because of a federal government shutdown; meanwhile the commission will continue work on the five-year consolidated plan and maintain communication with currently funded recipients.
Toney described a small public-survey effort conducted on Oct. 22 during a trunk-or-treat event at Splash Park. Respondents were asked where additional CDBG funds should be focused; options included demolition of vacant houses, repairing existing houses, youth programs, or other. She reported that the majority of survey participants chose youth programs; respondents could also list other needs (some listed roads).
Ending: The Human Planning Commission will continue its consolidated-plan work and community outreach while awaiting resolution of federal funding and to prepare for resumption of grant review and award activity.
