Mister Tanoian, a public commenter, told the board that a malfunction in the CalVCB online application portal (the CARES system) prevented him and others from entering Section 8 employer information, and he said the absence of that field led a hearing officer to record that employer information had not been provided.
"What is the problem here? CalVCB is aware that they have a malfunction," Tanoian said, and he asked the board to place an agenda item on the November meeting to audit the online portal.
Executive Officer Linda Gledhill acknowledged the concern and said staff will follow up. She clarified that the advocate portal is available to district attorneys' offices and victim services centers and is not open to law enforcement. Gledhill said staff would follow up on the portal issues raised and work to ensure applicants can submit documents and required fields.
Chief counsel and other staff also described technology updates and hiring efforts to address workload and process challenges. Board members asked staff to pursue a portal review and indicated they expected staff to return with findings or an agenda item as requested by commenters.
