Public commenter alleges wrongful disorderly-conduct arrest, names APD officers

During the Sept. 22 public-comment portion of the Public Safety and Legal Administration Committee meeting, Shaka Freeman described a recent arrest for disorderly conduct at a downtown restaurant and asked city leaders to investigate.
Freeman said the incident report number is "252561961-1" and named officers he said were involved: "The officers involved were, Jevon Holt and Richard Bolanos," he said. Freeman said the arrest was retaliation after he filed a complaint alleging that an APD officer was working security at the restaurant while on duty.
"APD continues to stalk me in public places, arrest me for disorderly conduct," Freeman said, and he asked "the Atlanta police people in charge to do some investigation about this." Freeman alleged the report included false statements about him stalking a waitress and said he had previously filed a complaint about the officer working in the establishment.
The committee did not take action during public comment. Freeman's remarks requested that APD review the incident and his prior complaint; APD did present a separate staff report later in the meeting, but no specific investigation outcome was reported on the record during the session.
