City's PAD program unveils beta dashboard to track 311/911 diversion and outcomes

PAD representatives presented a beta data dashboard to the Public Safety and Legal Administration Committee on Sept. 22 designed to show requests for service (311/911), PAD and APD responses, and outcomes for individuals diverted from arrest.
"We've seen almost tenfold increase in diversions as a result of that center opening," the PAD presenter said of the diversion center that opened in January. The dashboard aggregates 311, 911 and APD arrest data and can be filtered by council district, APD zone and NPU.
PAD staff highlighted an example for NPU M in August: while there were 36 calls routed through 311, PAD said there were 409 priority-3 911 calls that were highly correlated with homelessness, mental-health or substance-use concerns and that resulted in police dispatch. PAD described priority-3 calls as reports where the caller reports no crime in progress, no weapons and no immediate threat to life.
The presenter said the dashboard will include response outcomes, time-to-scene metrics, APD reasons for arrest when diversion-eligible charges were not diverted, and qualitative materials such as 311 caller surveys and participant testimonials. PAD said the dashboard is currently a beta version, not yet public, and that the Carter Center and Neighborhood Nexus supported its development.
PAD staff said next steps include expanding the set of 911 call codes routed to PAD, increasing 311 public awareness, and soliciting stakeholder feedback before an anticipated public launch in October or early November.
