The Carlsbad City Council approved the minutes of a special meeting held Oct. 21, 2025, and voted to approve consent calendar items 1 through 5.

Mayor Blackburn noted a conflict of interest on consent item No. 4, saying he owns property within the affected area and would not vote on that item. Council proceeded with a vote on the consent calendar; the clerk reported no public speakers on the consent items and the council’s vote carried.

The record shows the minutes approval and consent calendar passed and that the mayor did not participate in the vote on item No. 4.
