Council hears staff recommendation for three-year sole-source WAN contract with local provider

IT staff asked the council to approve a three-year sole-source contract with Telco Wiring & Repair to consolidate the city's wide-area network (WAN) circuits. Staff said Telco installed the original municipal WAN architecture and currently supports 109 active circuits; 88 circuits are month-to-month and 21 are under contract. The proposed three-year agreement would cost $360,000 total and add capacity for ten additional circuits without renegotiation.

Staff cited benefits including vendor familiarity, a 99.99% uptime service-level target in the proposed agreement and reduced management complexity. Staff also outlined alternatives (maintain the fragmented month-to-month status or put circuits out to bid), noting that a full competitive RFP could introduce transition and security complexity while the city continues to add circuits. Council members expressed support for the sole-source approach based on the vendor's local experience and reliability record.
