City Clerk Tina Fitzpatrick told the commission she attended training with the League of Kansas Municipalities and recommended policy changes to ensure compliance. The key changes the commission approved remove a 25-cent-per-page copying fee for records over 10 pages and revise staff-time charges for unusually large requests: requests requiring more than 30 minutes of staff time may now be charged at $19.25 per hour (previously $15 per hour) to offset staff time and retrieval costs for older or archived records.
Commissioners asked whether card-processing fees would apply if requesters pay by credit or debit card; staff said the city does not add a separate processing surcharge but the card processor charges a merchant fee that would be borne by the city unless the requester pays by check or cash. The commission moved, seconded and adopted the resolution by voice vote.
