Casper plans to reallocate $84,000 to relocate modular kennels for Metro Animal Control

Tom Brower, chief operating officer, told council that funds originally earmarked for Metro Animal Control HVAC work would be more productive if used to relocate two modular outdoor kennel units to the footprint of the planned new Metro facility. Brower said the modular units have been useful as overflow space but are currently sited west of the existing facility; relocating them north of the new building will allow the new campus to operate as a single functional complex.
Brower said staff and the architect aim to make the new Metro facility function as the primary, 90%-of-the-time kennel location rather than operating both an old and new facility. He described the old building as nearing the end of its useful life with plumbing and HVAC challenges and said relocating the modular units avoids pouring additional capital into the aging structure. Timing would be coordinated so relocation occurs when the new facility reaches near-completion; staff estimated a target of calendar-year 2026 construction completion for the new facility.
Council discussed whether the old building would be demolished; Brower said no demolition is planned immediately and that the old building might be used for storage or limited functions. Several councilors expressed support for reallocating the funds; staff said a formal budget amendment action would be included in the Budget Amendment No. 1 process.
