Wagoner County weighs flexible road standards for rural subdivisions

Wagoner County commissioners on Oct. 14 moved to send a draft amendment to the subdivision regulations to the planning commission that would let the county consider alternative pavement sections for lower-density, open-ditch subdivisions instead of applying a single structural-number standard across the county.
County planning and zoning official Casey Sanders told commissioners that current code sets a structural number of 3.9 and other uniform requirements (a 20-year minimum design life, a 10-trip-per-lot ADT assumption and a 5 percent truck assumption) that apply to every subdivision. Olson Engineering prepared a site-specific design for The Pines subdivision that uses a lower structural number (about 3.1) and different pavement-layer recommendations. Developer-hired and county-hired engineers disagreed about whether the county should keep a single minimum structural number or allow engineering flexibility.
The difference matters because the structural number drives pavement thickness and therefore construction cost. Marco Celestri of Building & Earth, the developer's pavement engineer, told the board that the most important factors are subgrade preparation, aggregate base and drainage, not only surface asphalt thickness. "If you don't get the subgrade right, that pavement, no matter how thick it might be, is not going to last," Celestri said. He described using cement-stabilized subgrade or thickened aggregate base to achieve long life with less surface asphalt on some soils.
Contractors and engineers said construction-period truck traffic, frequent tight-turning short-wheelbase vehicles (garbage and cement trucks) and poor drainage concentrate damage. Speakers urged the county to add more rigorous, layer-by-layer quality control and require vendors to provide proof tests and density measurements during construction. Several industry presenters noted that some neighboring jurisdictions allow lower structural numbers for low-density developments and use 36-month maintenance bonds to protect the county during heavy build-out traffic.
Developer Jason Burke said the current minimums add hundreds of thousands of dollars to development costs. "We want fair roads, but not overkill that shuts down half-acre development," Burke told the board. Realtor Nora (last name on file) said many subdivisions sell out within three years and that excessive road costs ultimately are passed to homebuyers.
County staff and Olsen Engineering proposed a narrowly framed code change (an "asterisk" clause) that would let the county consider alternate pavement sections for "open-ditch residential subdivisions with fewer than [X] lots" if a licensed geotechnical engineer certifies a site-specific pavement section. Draft blanks discussed at the meeting included lot-count thresholds (staff suggested 125 lots or fewer), minimum pavement thickness and minimum aggregate base thickness; all blanks were left for planning commission review.
Commissioners emphasized two safeguards: (1) geotechnical engineer certification based on project-specific borings and tests, and (2) a quality-control inspection program during construction (proof rolls, density tests, cores) and a maintenance bond to protect the county in the first 24–36 months after acceptance. County consultant and commissioners agreed those elements should accompany any code change.
After discussion, Commissioner James moved and Commissioner Randy seconded a motion to send the asterisk concept to planning and zoning for review and drafting. Roll call: Commissioner Haney Aye; Commissioner Stamps Aye; Commissioner Kelly No. The motion passed.
Why it matters: Wagoner County has seen rapid residential growth on a mix of soils. A single pavement standard imposes the same cost on developments with very different subsurface conditions; allowing a controlled, engineer-driven alternative could reduce up-front costs for builders and buyers while relying on testing and bonding to protect the county's long-term maintenance obligations.
What happens next: The planning commission will review the draft language, recommend specific thresholds and minimums, and return a proposal to the board. The county's discussion repeatedly emphasized the need to preserve drainage, subgrade testing and construction-quality assurances if any standard is relaxed.
"Quality control is the key," said a former county commissioner who spoke as a building-industry representative. "These engineers can tell you what to build. We need a QC person to make sure it's done right."
