County to spend $37,985.99 on emergency-management door access and video system; LATCF covers most cost

WAGONER COUNTY, Okla. — The Wagoner County Board of County Commissioners on Oct. 6 approved the purchase of door-access control equipment, network protections and a network video recorder (NVR) for the county emergency management facility at a total cost of $37,985.99.
Mark Ketchum, director of communications, told the board the facility lacked card-access systems and had an NVR beyond its five-year replacement cycle. He said the proposed work includes installing a port-protected switch, an uninterruptible power supply and an NVR that will integrate with the county's existing camera platform, and that the NVR would limit streaming traffic across the network. "This will definitely get them back to where they need to be, and it's all on the accountability side," Ketchum said.
Commissioners identified a dedicated funding source — the Local Assistance and Tribal Consistency Fund (LATCF) — that contained $30,966 available for emergency-management needs; a commissioner moved to apply that LATCF balance and have emergency management cover the remainder. The motion passed on a roll-call vote. Ketchum said the purchase is a one-time cost with no recurring licensing fee because the county's platform is already in place.
The board instructed staff to proceed with purchase and implementation and to account for the LATCF contribution. No formal procurement protest or competing-vendor discussion was recorded during the hearing.
