Brian Clifford of 6939 Trophy Lane spoke during public comment about concerns with a proposed development near his home (the Janus area). Clifford said he reviewed the state Qualified Allocation Plan (QAP) provisions and read passages describing points awarded to applicants that commit to low-barrier tenant screening and restrictions on screening for misdemeanors or older felony convictions. He said the developer told residents they pursued the full points and therefore agreed not to screen in ways that would exclude applicants for older convictions or misdemeanors, and he expressed concern about mixing potentially vulnerable tenants near his neighborhood.
City staff and council responded that the QAP language Clifford referenced applies to state credit applications and is not a local Noblesville requirement. Staff said the city does not control the state screening process but that public safety is a concern and that the city can ask developers about screening policies going forward. Council members encouraged Clifford to keep in contact with the developer about implementation details.
