The Noblesville City Common Council voted unanimously Nov. 4 to approve two companion zoning ordinances — Ordinance 39-11-25 and Ordinance 40-11-25 — to rezone roughly 99 acres at the southeast corner of Prairie Baptist Road and 150th Street and to adopt a preliminary development plan for Encore At Linden Walk.
Planning staff described the site context and the companion applications. The proposed development would create 210 single-family detached lots restricted to buyers aged 55 and older, with access from 150th Street and Prairie Baptist Road. Planned private amenities include a community clubhouse, swimming pool, sports courts and about one mile of internal trails. The applicant requested several waivers to bulk and landscaping standards; staff noted the plan commission issued a favorable recommendation on Oct. 27.
Attorney Jim Shinniver, representing David Weekley Homes, said the applicant incorporated plan commission and ARB recommendations, including HOPA-related age-restriction language and a 15% cap on unspecified rental or similar commitments. Ed Freeman of David Weekley Homes said Maryland Woods (a nearby community by the same developer) is selling well and that the builder will follow the commitments in the filed package.
Councilors asked detailed questions about porch depth and anti-monotony standards; staff and the applicant referred to specific exhibits in the preliminary development package and confirmed an 80% front-porch requirement with porches at least 6 feet deep (stoops excluded). A councilor asked about sod/landscaping standards in Maryland Woods; the developer said he would follow up with staff within 24 hours to clarify whether sodding was a builder or developer commitment.
Councilor Jonathan Davis moved to approve both ordinances; the council adopted them by roll call, 9-0.
The approvals allow the applicant to proceed toward annexation and subsequent implementation steps described in the preliminary development plan.
