Staff (Adam) explained that the North State Road 135 proposal includes an economic development plan and potential projects for the north end of State Road 135. He said the Arlington Farms change enlarges that allocation area by one parcel and part of another and that the Worsville Road amendment removes parcels that have become residential and adds two parcels that were omitted from the original district. The Worsville Road amendment also cleaned up tax-parcel splits that had caused administrative complications for auditors.
A public hearing was opened and closed on the TIF additional appropriation and the commission reviewed the 2026 spending plan (SPIN plan). Staff said the spending plan is a new filing requirement of the Department of Local Government Finance and must be filed by Dec. 1; it aggregates fund-level appropriations and can be amended later if required.
