The Post Falls City Council on Nov. 3 approved acceptance of a Land and Water Conservation Fund (LWCF) grant and authorized a phase‑1 design agreement to finish construction documents for the Quarry Sports Complex.
Robbie Quinn, parks planner, told council the project has been in development for more than five years. Phase 1 scope presented to council includes two multipurpose fields, parking, a restroom/concession building, an entry plaza and a maintenance yard; playground and sports courts were listed as add alternates. Quinn said total phase‑1 scope (not including alternates) is about $5,000,000. He told council the city was awarded $1,250,000 from the Idaho State Parks/National Park Service LWCF program and that the items included in the LWCF scope were those easiest to meet Buy America/Build America (BABA) requirements. In the presentation Quinn said the “grant portion is just over 2,700,000.0 here,” reflecting the portion of project costs shown on the grant application; staff did not further quantify that number in the meeting.
Quinn also presented a design contract with Michael Terrell Landscape Architecture to move the project from roughly 90% to 100% construction documents, prepare specifications and assist with bidding. The design contract was priced at $48,263 with a recommended $5,000 contingency for a total authorization of $53,263. Quinn said the design work and future construction would be paid from parks impact fees.
Council approved both the LWCF grant acceptance and the design agreement by roll call.
