Great River Housing seeks county match for regional housing trust fund application

Mike Norris, representing Southeast Iowa Regional Planning, briefed the Louisa County Board on Oct. 28 about Great River Housing Inc., the region’s certified housing trust fund, and requested county support for a grant application.
Norris said Great River Housing has been certified since about 2010 and that Louisa County has been a partner and local-match contributor since the program’s inception. He described the program’s primary work in Louisa County as owner-occupied rehabilitation—repairs to roofs, heating systems and other home-envelope projects that support aging-in-place and stabilize housing stock. Since 2011, Norris said the program has had roughly $9 million awarded to the region and that the trust fund is often used to leverage additional outside funds.
For the current application, Norris said the region would request approximately $477,000 from the Iowa Finance Authority for calendar-year 2026 funding (county fiscal year 2027) and that the four participating counties would provide around $119,000 in combined local match. He described a mix of match sources including small fees, fundraising events and program fees for some projects. Norris asked the board to consider a sample resolution to provide FY27 local match as the application proceeds.
No formal county vote on the resolution was recorded in the transcript during the presentation; Norris sought the board’s partnership and outlined program outcomes and the proposed funding ask.
