Louisa County approves signing of regional hazard-mitigation plan and contract with Southeast Iowa RPC

Louisa County supervisors voted to sign a regional hazardous-mitigation plan and to enter a contract with the Southeast Iowa Regional Planning Commission to assemble the plan and manage related grants.
The county's emergency-management coordinator told the board the project's total estimated cost is $35,007.14 and that Louisa County's unfunded portion would be $5,357.10. The coordinator asked the board to consider budgeting a few thousand dollars annually over the next five years to cover the county's share if federal or state grants do not cover all costs.
"I've got the $5,000 in the account to be able to cover our portion of it," the coordinator said, and urged the board to sign so the planning work and meetings can begin. The coordinator said FEMA and the Southeast Iowa regional planner had prepared cost estimates and that the regional planner intentionally kept estimates high to avoid undershooting.
Supervisors moved to sign the mitigation plan and then to sign the contract with the Southeast Iowa Regional Planning Commission; the motions were seconded and carried with affirmative votes recorded. The board also discussed that the mitigation plan will require ongoing meetings and the creation of a stakeholder board that will likely include at least one supervisor and regional representatives.
Board discussion emphasized the need to plan for the county's match and to account for the work during upcoming budget cycles. No alternate funding mechanism or additional programmatic changes were authorized at the meeting.
The county will next return the signed contract and begin the schedule of meetings and data collection as described by the regional planner and EMA coordinator.
