During general public comment, resident Rhys Atkins described finding a frightened teenage driver whose car had broken down on the northbound on-ramp and said he called 911 for assistance. Atkins said an officer arrived from the highway overpass, then left, and that 911 dispatch later told him the department would not send a deputy because the vehicle was "not in danger." Atkins said the situation posed real danger because the vehicle was on a highway on-ramp and the driver was inexperienced.
Atkins urged the commission to examine how the police department and dispatch determine what constitutes a dangerous situation and whether dispatch triage policies are adequately protecting residents, especially vulnerable drivers.
