At the start of the meeting Jefferson Union High School District trustees reported a closed‑session action approving the expulsion of a student pursuant to California Education Code §48918. The board then moved to approve the agenda and minutes for the Oct. 21, 2025 meeting; the minutes passed with Trustee Marty Chow recorded as abstaining.
Staff presented several policy updates for board consideration at a future meeting. Kerly Vaca described revisions to BP 0450 (Comprehensive School Safety Plan), noting the plan includes a tactical‑response portion that will be reviewed in closed session and will not be publicly displayed. Edita Luján presented updates to BP 4112.2 (employment of teachers not fully credentialed), and staff also described a proposed remote‑work guideline and revisions to BP 4114 (transfers). Policy updates concerning visitor protocols (BP 3311/3312) and sale/lease of district property (BP 3280) were also discussed; staff said those will return to the board for action after further review.
Tina van Raphorst summarized policy clarifications tied to recommendations from the California School Boards Association, including contract‑related conflict‑of‑interest language and removal of provisions superseded by the California Department of Housing and Community Development in the BP 3280 draft.
On Item 16.1, staff presented an employment agreement for the executive director of the Daily City Youth Center. The presenter noted the position is funded by the center (not the district general fund). The board recommended approval and a motion to approve was seconded; the transcript records the board expressing assent.
The meeting then proceeded to other agenda items and adjourned. A student speaker raised restroom concerns at Jefferson as a suggested future agenda item.
