Warren County commissioners adopt hazard mitigation plan and approve contracts, appointments; pharmaceutical contract approved with solicitor edits

The Warren County Board of Commissioners took a series of formal actions during the meeting, adopting a five-year Hazard Mitigation Plan and approving contracts and appointments across county operations. Several items were approved by voice vote with motions carried; the pharmaceutical contract for inmate medications was approved subject to solicitor-recommended edits.

Hazard Mitigation Plan: Commissioners voted to adopt the county’s five-year Hazard Mitigation Plan (Resolution 3317). Planning staff said the plan is required for the county and municipalities in the Commonwealth and that annual stakeholder meetings and about $8,000 per year will be necessary to keep the plan current. The board carried the motion to adopt the plan by voice vote.

Hospital Authority appointment (conditional): The board approved the appointment of Lori McDonald to the Warren County Hospital Authority on the condition that the authority’s bylaws permit the appointment. Commissioners instructed staff to verify eligibility with the authority’s bylaws before finalizing the appointment.

Cleaning contract award: The county awarded a three-year cleaning contract for the courthouse, the Hickory Street offices and the 911 Center to Bridal Space Cleaning of Russell. The contract was represented as the lowest of three bids at $55,240 per year, effective Nov. 1 through Oct. 30, 2028. Commissioners voted to approve the award.

Transit authority local match: Commissioners approved the county’s fiscal allocation of $55,900 toward a total local match of $68,700 required for transit operations; the board carried the motion.

Diamond Pharmaceuticals agreement (jail medications): The board considered a proposed five-year agreement with Diamond Pharmaceuticals to provide medications and 24/7 emergency deliveries to the Warren County Jail, effective Dec. 1, 2025. The county solicitor noted several contract concerns — removal or revision of a required professional liability insurance clause, narrowing the indemnification survival language, updating contract notice recipients and adding a termination-for-convenience clause. Commissioners voted to approve the agreement "subject to those modifications," per the solicitor’s recommendations.

Conservation board appointments: Commissioners appointed Barry Van Ord (farm/farmer director), Frank Brown (public director) and Dan Glatz (county commissioner) to the conservation board beginning Jan. 2026.

Consent agenda and proclamation: Commissioners approved the consent agenda, which included meeting minutes and a proclamation declaring Nov. 11, 2025, as Veterans Day in Warren County.
