Representative Fairburn introduced House Bill 49 81, saying it "will amend the Michigan, public health code to redesignate limited licensed counselors as limited licensed professional counselors." The measure, supporters said, is intended to clarify the role of supervised counselors who are earning full licensure and to reduce confusion with the business abbreviation "LLC."
The committee heard testimony from Carol Berger, secretary of the Michigan Mental Health Counselors Association. Berger said the 2019 legislation (Public Act 96) "inadvertently changed the long standing term limited licensed professional counselor or LLPC to limited licensed counselor or LLC" and that the LLC abbreviation is "universally recognized as limited liability corporation in business and legal contexts." She asked members to support HB 49 81 to "restore the limited licensed professional counselor or LLPC designation."
Berger told the panel the change would "eliminate confusion with business entities, align Michigan with national standards, restore clarity to professional credentials, and honor the nearly 30 year tradition that existed before 2019." The committee asked no questions of the witnesses. A support card from Gabe Massell of Blue Cross Blue Shield was entered into the record.
