Board leadership told the Weber School District board the CRA committee and superintendent's office decided not to participate in the proposed Far West Landing community reinvestment area (CRA) agreement after months of meetings with project representatives.
"We have decided that CRA committee and superintendency has decided not to participate in that CRA," a board member reported during the study session, calling the item informational unless project representatives pursue additional committee support.
Finance staff (Brock) told the board he consolidated county CRA records back to 2017 and placed the district's active agreements and their end dates in the packet. He said the spreadsheet shows the tax increment base value at creation, the total collections with and without the agreement and the split between the project and the amount remitted to the Weber School District. "The important thing to remember is we still gain what we would have gained had no project going on and then we also get the marginal difference of the percentage we're part of that," he said.
Board members discussed updating the district's CRA guiding principles into a formal policy to make participation rules and the district's expected tax share more transparent. One board member urged turning guiding principles into a policy because "things have changed" since the principles were originally adopted.
No formal vote was recorded during the study session. Staff said additional CRA proposals are likely to come before the board and that staff will return with any required policy language or consent calendar items for future action.
