Talbot County approves sole-source airport fuel-meter replacement and stormwater easement agreements

The Talbot County Council on Nov. 4 approved three airport-related items presented by Airport Manager Micah Risher: a sole-source procurement to furnish and install a TCS 3000 electronic fuel-register unit for both jet fuel and avgas pumps, and two easement/covenant approvals tied to stormwater-management features being installed as part of the airport modernization program.
Risher explained the airport’s fuel-farm meters are 20–30 years old and that recent failures required temporary manual metering of avgas. The manufacturer recommended East Coast Aviation for installation; the vendor quoted roughly $53,000 and the council authorized an amount not to exceed $65,000 to allow for ancillary repairs discovered during installation. Risher confirmed funds were available in the airport budget.
The council also approved recording stormwater-management easements and covenants that will allow the Town of Easton (the inspecting authority) to perform periodic inspections and ensure stormwater features are maintained as constructed. Both the procurement authorization and the easement approvals passed on unanimous roll-call votes.
