Taft commission recommends adopting 2025 California Building Standards Code and CAL FIRE maps to council

The Taft Planning Commission on Nov. 25 voted unanimously to forward a recommendation to the City Council to adopt the 2025 California Building Standards Code and the CAL FIRE fire hazard severity zone maps.

Planning staff said state law requires local jurisdictions to adopt the updated three‑year code series (building, residential, plumbing, mechanical, electrical, energy, green building and fire codes) and noted the state adopted the 2025 edition on July 1; the statewide code becomes effective in local jurisdictions on Jan. 1, 2026, if a local adoption is not completed. The planning director recommended adoption by reference, without additional local amendments, because Taft’s existing local findings for climatic, geological and topographical conditions remain valid.

Staff told the commission the 2025 code consolidates wildfire-resistant construction requirements into a Wildland-Urban Interface code, updates structural and seismic provisions, expands energy-efficiency and electric-vehicle infrastructure requirements in CalGreen, and references CAL FIRE’s updated fire hazard severity zone maps. “These updates do improve regulatory consistency,” the planning director said, adding that staff found no additional local amendments were required.

No members of the public addressed the commission on the item. A motion to recommend that the City Council adopt the 2025 California Building Standards Code and the CAL FIRE maps passed on a 4‑0 roll call. The matter will be scheduled for City Council consideration so the city’s adoption can be finalized before the statewide effective date.
