Fry said the city budgets roughly $400,000 per biennium in its capital improvement program for sidewalk repairs and that his engineer’s estimate based on the 2023 contract plus a routine escalator was just under $350,000. “The low bid at $259,000 is really good pricing,” Fry said. He added that the next lowest bidder was about $600 higher and that the field of bidders was “really tight.”
The contract covers roughly 75 full sidewalk replacements and about 75 locations that will be ground. Fry told the committee he checked references and found generally positive reviews for the low bidder and recommended awarding the contract to the lowest responsive, responsible bidder.
Committee members confirmed the contract is unit‑priced (paid by square yard) and that typical on‑site surprises — extra excavation, roots — are handled through unit prices and a $25,000 allowance for minor changes. The committee approved the award by consent and directed staff to place the item on the council consent agenda.
