County adopts resolution and authorizes contract with BioWest for trails master plan

Wes Thompson, chair of the Rich County Trails Board, told commissioners the Trails Board received a $123,000 grant from the Utah Division of Outdoor Recreation to develop a countywide trails master plan and conducted a requests-for-qualifications process to find a consultant.
Thompson said the Trails Board used a scoring matrix and selected BioWest (Logan, Utah) as the most qualified applicant, noting in public comment that "they scored about 20 points better than their closest competitor." The board asked the county to adopt a resolution authorizing the contract and to approve execution of the agreement referencing the state grant.
Commissioner action: the commission adopted the Trails Board resolution and then moved and seconded a separate motion to execute the contract with BioWest. Both motions passed by voice vote with no recorded opposition.
County staff said the contract references the state grant and the scope of work and that original signatures will be distributed to the Trails Board and to county records once the contract is signed.
