Davenport City posts three job openings while state reviews bargaining-unit clarification

Davenport City staff told the council and commission that three remaining job openings have been posted and potentially affected employees have been notified while a state-level bargaining-unit clarification is pending.

Miss Fleming, who distributed a memo to members, said the city "distributed a memo yesterday" and explained the next step: "there is a proposed decision from the state that has to be posted and provided to potentially affected employees. That's been done yesterday. And that has to be posted throughout different city buildings through November 17. After that, the board will make their final decision if no objections are received by the board." The posting requirement applies to locations where bargaining-unit employees work, such as public works, the police department and city hall, staff said.

Commissioners asked how notices are being delivered. Miss Fleming said the city is emailing the notices directly to potentially affected employees and posting the same three notices in city buildings so bargaining-unit members are aware of the proposed change.

Staff clarified that the job listings themselves are live while waiting on the state's final decision. "No. The jobs are live. While we're waiting on the final decision from the state," Miss Fleming said, but added the city will adjust the postings if the board's decision requires changes.

Council members pressed for details about timing and communications. Miss Fleming and other staff said they would provide additional information as needed; no formal action or vote was recorded on the item during the meeting.

Commission and council members present included Alderman Tim Kelly and others who asked questions about posting methods and timing.
