Votes at a glance: council adopts streetscape package, grant applications and several contracts

At its Oct. 28 meeting Scranton City Council took a series of legislative actions, introducing and adopting several ordinances, resolutions and contracts.

Introductions (first reading/introduction into committee) - 5 b: Ordinance amending the 2025 capital budget and capital reserve fund spending plan (introduced into committee). Details of specific line-item changes were not read into the record and will return for committee review. - 5 c: Ordinance to expand registration requirements for vacant/abandoned properties and strengthen enforcement (introduced into committee). The council clarified owner-occupied units and certain government properties are excluded. - 5 d: Resolution authorizing the mayor to grant PennDOT a right-of-way and temporary construction easement for culvert replacement on Yard Avenue and West Market Street (introduced into committee).

Council recorded roll-call votes on the major traffic and streetscape items; individual yea/nay tallies were recorded in the minutes. Several councilmembers noted these items remain subject to technical coordination with PennDOT and departmental implementation steps.
