Planning staff told the meeting that the Clarion-drafted compatibility section would add limits on height and additional form standards to soften transitions to R2 and similar zones. "We have never conceptualized that council would ever go to that level of density or height" in suburban locations, a planning staff member said, cautioning council to evaluate infrastructure and other impacts before authorizing taller buildings farther from downtown.
