Commission to consider renewed lease for Florence Villa CDC at former Jewett Elementary; mayor will abstain on consent item

City staff presented a proposed lease allowing the Florence Villa Community Development Corporation (CDC) to continue using the former Jewett Elementary School property at 115 Avenue R NE.
Under the proposed lease the term would commence on or about Nov. 11, 2025 and continue through Nov. 10, 2026, and would automatically renew in successive one-year periods provided the CDC remains in compliance with the lease terms. The CDC would be responsible for utilities and interior and exterior routine maintenance; the city would retain responsibility for major structural elements such as roofs and interior support structures. The CDC’s annual fee for the property is $1.
Staff noted the CDC’s last extension expired in February 2024 but the parties have continued to operate under the expired terms pending a formal agreement. Because Mayor Burtzong is associated with the CDC, staff recommended removing this item from consent and placing it on new business so the mayor can abstain.
Why it matters: the property provides community services through a nonprofit tenant. The lease clarifies responsibilities for maintenance, utilities and structural repairs and builds in an administrative mechanism (annual renewals and a 60-day opt-out) for either party.
What’s next: staff recommended the commission approve the lease agreement and to have the item removed from the consent agenda for separate action to accommodate the mayor’s abstention.
