The Daytona Beach Shores City Commission unanimously adopted Ordinance 2025-18 to amend city code provisions governing appointed boards, commissions and committees.
City Attorney Waters read the ordinance and staff explained the changes the commission had directed at an earlier meeting. The ordinance requires that a member who reaches the term limit must sit out at least one full three-year term before reappointment. The code will limit nonresident regular board members to a maximum of two; staff said the nonresident must own at least 50% interest in the qualifying real property in the city. The ordinance also clarifies that the section does not apply to staff committees but that staff committees must be noticed, open to the public and have minutes taken.
Additional changes include stricter attendance expectations for regular and alternate members, a reconsideration rule that permits reconsideration of non-quasi-judicial matters only at the same meeting or the meeting after and then only if made by a member on the prevailing side, and a requirement that minutes be kept for these committees. Staff recommended adoption, and the commission approved the ordinance by a 5-0 roll-call vote.
The ordinance makes implementation and procedural changes intended to increase transparency and set clearer term and residency qualifications for board members. Staff indicated these changes arose from prior commission direction and consultation with the city attorney’s office.
