Residents at the Nov. 4 meeting asked council for a status update on the long-stalled Enigma Plaza development. The city manager responded that Enigma Plaza is private property, not a city project, and that the developer has active sub-permits for tenant fit-outs (restaurants, a barber and other businesses) but has repeatedly missed self-imposed completion dates.
City staff said permits for tenant improvements remain active and that the physical construction visible on site is generally complete, but that the developer has not provided reliable timeline milestones. Staff also said they do not have information about the developer s private financing arrangements because the project is privately funded.
Council members asked staff to continue to monitor permits and to update the public as tenant permits are pulled and work proceeds. Staff reiterated that the city is not the property owner and does not control the developer s financing or tenant recruiting.
No council action was taken; staff said they will continue to track permit activity and provide updates to the council and to residents on future agendas.
