Margot Chavez, who lives on Bellevue Avenue, said neighbors "had 14 days without power" during last seasons storms and that some areas routinely get power restored later than others. Katie Turner, another Bellevue Avenue resident, asked the council to request a study comparing outage frequency and duration south and north of Bullard over a 24-to-36 month window and to ask TECO for an explanation and remedial plan.
Council members acknowledged the issue and asked staff to open a formal line of inquiry with TECO, to explore a technical comparison of outage data across the city grid and to return with options for advocacy and mitigation. Community development staff noted that some outages are caused by infrastructure outside city control and that the citys role would be advocacy and coordination with the utility.
Council did not adopt an immediate regulatory action but committed to follow up and to report findings to residents at a future meeting.
