The Laguna Beach Design Review Board on Jan. 9 approved a design‑review application for a property at 48 North Portola in the 3 Arch Bay zone, adopting Resolution 242605 and finding the action exempt from the California Environmental Quality Act. Staff reported the project met the city's design review criteria and noted it had already received the adjacent community architectural review board's approval.
Board members, after brief ex parte disclosures, heard a short presentation from staff and a five‑minute presentation from the applicant. No members of the public spoke in opposition or support during the public‑comment period; commissioners then moved quickly to deliberation and a motion for approval. The motion passed 5‑0.
By approving the resolution the board authorized the design changes shown in the staff packet. The vote came after commissioners said they were satisfied the project met neighborhood compatibility and the city's design guidelines. The project address and resolution number were recorded in the board's action list.
