The consent agenda included: approval of council minutes for Oct. 7 and Oct. 14; Resolution 10C-25, authorizing the addition of two fire lieutenant/firefighter positions and a fire inspector in the approved pay plan and transferring funds for those positions; and Resolution 10D-25, approving the Blacksburg Transit System 2025 substance abuse policy. Councilmember Ford moved approval of the consent agenda; the motion was seconded and passed on a roll-call vote with all present councilmembers voting Aye.
