Planning staff recommended tying the permit to What a Great Dog as the sole operator at that location, setting a minimum parking ratio of 1 space per 350 square feet, requiring at least one pet-waste station on the property and limiting hours of operation; staff also noted that the operation would be indoor-only and that enforcement of noise or nuisance concerns would be handled under the city nuisance ordinance.
