Copperas Cove proclaims Stormwater Pollution Awareness Week; staff reviews MS4 duties

Mayor Dan De Yancey proclaimed the week of September 2025 as Stormwater Pollution Awareness Week during the Sept. 2, 2025, Copperas Cove City Council workshop.

The proclamation, read aloud by the mayor, cited the federal Clean Water Act of 1972 and said preventing pollutants from entering stormwater runoff is important to protect public health, wildlife habitat and local waterways. Dany De Yancey said the city is asking citizens to take steps to reduce runoff pollution.

Brandon Cook, identified as the city—s MS4 technician and one of the stormwater inspectors, briefed the council on the municipal separate storm sewer system (MS4) program the city administers under state permitting. Cook listed common sources of urban stormwater pollution such as household hazardous chemicals, yard waste, pet waste, automotive fluids and trash, and described routine enforcement and inspection responsibilities including inlet inspections, review of new subdivisions and construction land‑disturbance oversight.

"We are permitted by the state to maintain our MS4, and we are the regulatory entity for that MS4," Cook said, and noted that code enforcement staff carry out inspections tied to the MS4 program. He invited the public to review the city—s annual MS4 report, which is published on the city—s website and lists best management practices and inspection activities.

No formal action or vote was taken on the MS4 program at the workshop; the item was presented as a proclamation and staff informational update.
