Delaware County Excise Board approves $802,396.57 in monthly appropriations, okays $1,176 transfer

Jay, Okla. — The Delaware County Excise Board on Aug. 13, 2025, approved monthly Estimates of Needs and Requests for Appropriations totaling $802,396.57 and authorized a $1,176 transfer between county accounts.

Charles Marts moved to approve the minutes of the special meeting dated July 29, 2025; Doug Smith seconded, and all voted aye.

The board then approved the 308 Monthly Estimate of Needs and Request for Appropriations. The appropriation document itemized $376,796.85 for highway accounts (including personal services for districts D1–D3, lease-purchase lines, a Purple Wave auction entry of $113,900.00 and a duplicate payment to Lyons Salt of $5,087.86), $206,169.85 for fire-department accounts (line items for municipal/district fire departments and capital outlay entries), and multiple miscellaneous and special fund lines. The meeting minutes list the grand total of approved appropriations as $802,396.57. All motions on the appropriation passed with unanimous aye votes.

The board approved a transfer of $1,176 from Acct. 0001-2-2700-2005 (Emergency Management M&O) into Acct. 1313-6-8042-2005 (Highway Sales Tax, D-2). Doug Smith made the motion and Charles Marts seconded; the motion carried unanimously.

Board members also approved an application for temporary appropriations submitted by Cleora Emergency Medical Service and voted to review and approve the Estimate of Needs for the Delaware County Clerk—s Office and Fire Department. Minutes note there were no transfers of appropriations requiring separate action beyond the single transfer described above.

No members of the public attended the meeting. The board adjourned at 8:39 a.m. All recorded motions were adopted by unanimous votes.
