The College Community School District Teacher Quality Committee on Sept. 9, 2025, unanimously approved building-level Teacher Quality (TQ) allocations and reviewed processes for submitting and promoting TQ funding.
Dr. Doug Wheeler, superintendent and co-chair, called the meeting to order at 4:19 p.m. and Erin Hoffman, teacher in Talented and Gifted, was chosen as co-chair. Committee members in attendance were Tracy Schipper, executive director, elementary programs K–6; Dona Howe, first-grade teacher; Alison West, executive director of curriculum, instruction and assessment; and Amber Williams, sixth-grade teacher.
The committee reviewed the district's three-round TQ schedule. The first round runs from the fourth week of July through the first Friday in October (Oct. 3) and allocates four hours per teacher. The second round runs from the second week of October through the first Friday in March (March 6) and is intended for proposals exceeding the four-hour allocation. The third round runs from the second week of March through the end of the school year and covers CADRE proposals. Teachers submit proposals to their building administrator for approval and administrators forward approved proposals to Alison West for final district approval.
Members described strengths and limitations of current TQ allocations and processes. Teachers said the current system 'is easy to use and assures allocation,' while committee members emphasized the need for new administrators to better understand TQ so they can promote it to new staff. To increase uptake, the committee recommended promoting the August half-day for TQ use, having a standing advocate at meetings to suggest TQ uses, announcing events as "TQ funded," and sharing singleton options at PLC meetings and by pairing singletons with instructional coaches.
The committee reviewed building allocations, which were described as slightly increased this year, and approved them by unanimous vote. Staff reported there was no carryover from the 2024'—25 school year; district-level allocation to the ESC was slightly reduced because more funds were directed to building allocations.
Committee members also reviewed guiding principles for Professional Learning Plans (PLPs). Those teachers in their first two years with an initial license are not required to have a PLP; all other teachers are required to have a PLP.
Alison West said she will send an email announcing the close of Round 1 and the opening of Round 2 and will raise reminders at upcoming professional learning and administrative meetings. The committee set the next TQ meeting for Feb. 17, 2026, at 4:15 p.m.
