The Town of Southborough Trails Committee agreed Sept. 15 to finalize engineering language and the bid package for Peninsula Trail phase two, with staff saying Beals & Thomas recommended shortening the project description and focusing the application language.
The committee said the two-step next phase will include engineering deliverables, a contractor Q&A and a site visit for bidders. Staff said David Lapointe of Beals & Thomas reviewed the town’s previous application and advised the committee to replace a lengthy project overview with a concise project paragraph and to confirm permit requirements. The committee asked staff to tighten the bid language this week and circulate a revised timeline for the procurement and Q&A schedule.
The committee also discussed funding. Members asked whether a prior Community Preservation Committee (CPC) appropriation of $47,000 could be applied to phase two rather than being spent only on phase one signage. Staff said the town had used available ARPA grant money first and that CPC/CPA rules and prior votes govern whether remaining CPA funds may be repurposed. Committee members agreed to ask CPC at its next meeting and to report back the CPC response.
Staff warned a site-visit and bidder Q&A could fall on an October week when the staff lead is out of town; members volunteered to cover the visit if needed. The committee set a Sept. 25 follow-up meeting to finalize signage and confirmed it will publish a procurement timeline once the engineering language and permit list are finalized.
The committee directed staff to: finalize the bid project paragraph using the Beals & Thomas guidance; confirm permit and insurance language to include in the contract draft; schedule the public site visit and Q&A; and ask CPC whether the $47,000 appropriation can be applied to the phase two scope if not spent on phase one signage. The committee did not take final legal or financial action at the meeting.
