The commenter described Powell’s effort as born of personal infant loss and said hospital staff members receive the gowns and provide them to parents of deceased infants to offer comfort and dignity. “Annalynn Powell is a woman who has found a way to take her own pain from infant loss within her own family and turn it into something beautiful,” the commenter said.
Meeting records show the remarks occurred during the public comment portion; the council did not take formal action or vote on the matter. The commenter said the project began modestly and that Powell’s hand‑sewn gowns have been provided quietly to families across the United States and internationally. The commenter also noted that National Public Radio recently highlighted Powell’s work.
