Evansville Police Pension Board approves minutes, processes payroll change after retired deputy chief's death and records three resignations

The Evansville Police Department Pension Board on July 2 approved minutes from its June 4 meeting, reviewed recent payroll figures and processed a payroll change after the death of a retired deputy chief.
At the meeting in Room 307 of the Civic Center Complex, Member Jeff Breivogel moved and Member Patrick McDonald seconded approval of the June 4, 2025 minutes; the board voted verbally with ayes and the motion passed. Mr. Secker reported payroll activity for the 1925 fund: payroll on June 15 was $248,866.19, and payroll on June 30 was $260,101.22.
The board was informed that retired Deputy Chief David A. Fehrenbacher died on June 18, 2025. Treasurer Robert Gunter moved and Member Jeff Breivogel seconded a motion to remove Fehrenbacher from the pension payroll and add his widow, Elizabeth (Betty) Fehrenbacher, to the payroll; the motion carried on a verbal vote.
The board also recorded three resignations from members of the 1977 fund: Officer Alana Hagenpsychor (badge 1450), effective June 11, 2025, after 6 years, 11 months and 2 days of service; John Porter Jr. (badge 1403), effective July 14, 2025, after 11 years, 5 months and 17 days; and Officer Michael Dana Ray Bailey (badge 1607), effective July 1, 2025, after 11 months and 16 days. Those resignations were entered into the record; no additional votes were recorded on the resignations during the meeting.
Chief of Police Phil Smith arrived during the meeting and was noted in attendance. The board set its next regular meeting for Aug. 6, 2025, at 8:15 a.m. in Room 307 at Civic Center Plaza. The meeting was adjourned following a motion by the secretary, seconded by Chief Smith.
Meeting attendance and actions: Mayor Terry was absent; President pro tem Eric McCormick, Treasurer Robert Gunter, Member Jeff Breivogel, Member Patrick McDonald and board attorney Nick Serrano were present at roll call; Active members Kyle Castle and Adam Wiehl were absent. The board confirmed a quorum at the start of the meeting.
The board took no formal policy actions other than approving minutes and the payroll/personnel adjustments described above.
