Monroe commissioners weigh festival‑lot concepts, parking and downtown business concerns

Commissioners discussed conceptual options for the downtown festival lot and broader downtown revitalization during the July 13 Monroe Planning Commission meeting after staff noted outreach concluded in June.

Planner Kate told commissioners the packet under consideration is the same material sent to city council and that consultants Patrick and Liam will present a public‑outreach summary at a future commission meeting. "The first round of public outreach ended in June," Kate said; she said staff are packaging materials so limited funds could be used to begin incremental work during the next budget season.

Commissioners responded with a mix of enthusiasm and concern about downtown conditions. Commissioner Bob said, "Whenever I go downtown, I can never find a place to park," and said parking constraints are limiting downtown activity even as weekend business felt lively. Commissioner Kelsey suggested the commission consider distinctive placemaking elements that draw visitors, noting examples elsewhere such as Fremont's rocket and Seattle's Space Needle as illustrative of landmark features that attract visitors.

Several commissioners said recent closures worry them. Commissioner Mary said she was "really sad that the bakery closed" and noted the loss of a local bakery reduces downtown foot traffic and amenities. Commissioners and staff discussed the downtown master plan, last revised more than a decade ago, and the need to prioritize downtown in future work programs. Kate said the Economic Development Advisory Board has begun preliminary analysis of downtown and that staff hope EDAP activity will produce direction that city planning staff can implement when capacity allows.

Commissioners asked that outreach and concepts be presented visually; multiple commissioners praised the packet's images and said that clearer visuals help the public envision options. No formal action was taken; staff said they will invite project consultants back to present outreach findings and next steps.
