Baldwin Park planning commission approves permit to relocate indoor recycling facility to Ramona Boulevard

The Baldwin Park Planning Commission on Oct. 8 adopted Resolution PC25-19, approving conditional use permit CP2506 to relocate a small-scale recycling facility to 14046 Ramona Boulevard.
Planning staff told the commission the business is moving from a previously approved site at 14038 Ramona Boulevard after the owner purchased the new property. Staff said the operation would be entirely indoors, include a dedicated interior drain for liquids, security cameras, two on-site attendants to direct traffic and customers, and an electric weighing mechanism. "The project is exempt from CEQA because it's gonna be everything located within an existing facility," planning staff said during the presentation.
The project includes site-work conditions that must be completed before a certificate of occupancy: restriping to meet handicap parking requirements, landscape improvements, demolition of a shed at the rear of the property to accommodate a trash enclosure, and continued maintenance of an existing sign (the staff report notes that KNC Dairy will maintain the sign on the property). Planning staff also reported the city published notice (Sept. 25) and conducted 300-foot mail notice; one resident called for clarification and identified as a Spanish speaker.
Joshua Laureano, the owner of the recycling facility, and Richard Williams, who prepared the site plans, spoke during the public hearing. Laureano confirmed the business hours and operating procedures and told commissioners, "The whole thing inside the building." He also said the new site has 11 parking spaces and that the location is better suited for his operation than the previously approved site.
Commissioner Pena moved to approve the project; Commissioner Rodriguez seconded. Vice Chair Miranda DeVissett, Commissioner Pena and Commissioner Rodriguez each voted yes. The motion carried 3-0. The adopted resolution (PC25-19) approves CP2506 for a recycling facility use within an enclosed building in the C-2 general commercial zoning district pursuant to table 153.050.02 of the Baldwin Park Municipal Code.
Next steps identified in the staff report require the applicant to complete the listed site improvements and obtain the city's certificate of occupancy before operating at 14046 Ramona Boulevard.
