The board agreed to schedule a workshop in connection with the next monthly meeting to review the draft and discuss next steps. A public hearing will follow the workshop as required by the board’s rule‑change procedures.
The outside counsel engagement began in December (per staff comment) and staff suggested the workshop as an intermediate step to ensure board members can ask detailed questions without the procedural constraints of a hearing.
