Henry County Commissioners authorize staff to pursue ArcGIS Enterprise upgrade

The Henry County Board of Commissioners on Wednesday authorized county staff to pursue an ArcGIS Enterprise upgrade and begin the procurement and budgeting steps for installation in 2026.
County GIS staff told commissioners the upgrade is timely because Esri is changing its licensing model from per-computer to role-based online licenses. The presenter said ArcGIS Enterprise would streamline field mapping workflows, consolidate databases used for permitting and allow immediate updates to public-facing systems like Beacon, reducing manual transfer steps.
“Any field users just go in and check out what they wanna use. They update it. They check it back in, and it's immediate,” the county GIS staff member said during the presentation.
The presenter gave a high-level cost estimate: a one-time installation and setup in the first year of roughly $30,000–$40,000 (including vendor assistance) and an expected ongoing maintenance cost similar to the county’s current Esri spend (about $8,000 per year after the initial year). The presenter said local implementation partners are being solicited for lower-cost setup quotes and that additional server capacity will be required to host county data.
Commissioners voted to allow staff to proceed with procurement and to present formal budget requests to the county council as needed.
The authorization permits staff to obtain final quotes and return with firm cost and funding requests; no appropriations were made at the meeting.
