Planning board recommends rezoning parcel near Route 101 to Industrial 1 with Summit Solar overlay

The Gardner City Planning Board on July 8 voted to recommend that the City Council adopt an amendment to the city zoning map changing the zoning designation for a parcel on the east side of Route 101 from Commercial 2 to Industrial 1 with the Summit Solar overlay.

Josh Reynolds, presenting on behalf of attorney Trier and landowner Mr. Blessington, told the board he could display slides and respond to questions. Reynolds said the rezoning request is intended to align the parcel with adjacent industrial park uses and argued that the change does not constitute impermissible spot zoning. "Because it adheres to the surrounding area, it is not spot zoning and benefits the area in general rather than a single individual," Reynolds said during his remarks.

Reynolds explained he was available to field questions and, if necessary, to confer with Attorney Trier by text or phone call for more technical legal answers. The presentation included examples comparing permitted uses under the existing and proposed zoning classifications; the board reviewed those comparisons during the discussion.

A motion to recommend adoption of the amendment to the Gardiner zoning map (Commercial 2 to Industrial 1 with the Summit Solar overlay, identified in the record as Summit Solar Overlay item 11591) was moved, seconded, and approved by voice vote; the board recorded no opposition.

The recommendation will be forwarded to the City Council for final action.
